If field trips were being cancelled completely, this article would indeed have been cause for alarm. What I inferred is that the change should affect only those who can afford to pay for the trips.
“Board Chairman Kenneth L. Pritchett said he doesn’t foresee any problems with the policy change to charge for field trips. Board members hope PTAs and other sponsors can help raise funds for students who can’t afford to pay for the trips … he is sure Superintendent James M. Victory “is not going to allow any child to miss a field trip. In no way will we turn away a student for a field trip.”
In an effort to cut costs (be accountable for spending?), the School Board has made a number of changes. This fall, breakfasts and lunches will no longer be free except to students who qualify (based on income). Parents will have to pay for school-owned things that their children lose (textbooks, band uniforms). It seems to me that these policies should have been in place all along … or perhaps they were in place and a review of policy (and common sense) indicated that they should be enforced.

I seem to remember that we always had to pay something for field trips when I was in school.
People need to get away from the “everything should be provided by government” attitude.
